PLRs are intended to be used as an engagement tool for leaders to discuss the hazards and trends impacting Soldier safety and readiness. A PLR contains only basic information, as the investigation is ongoing, but provides sufficient background to allow leaders an opportunity to communicate risk at the Soldier level.

 

PLR 20-066 – Off-Duty Water-Related Mishap Claims One Soldier's Life

A PV2 assigned to Fort Hood, Texas, died in an off-duty water-related mishap 17 July 2020 at Stillhouse Hollow Lake in Bell County, Texas, at 0630 local. On 16 July at 0630, the Soldier did not report for accountability formation. His NCOIC checked with other Soldiers and immediate family members, but they had not heard from him. Boaters discovered the Soldier’s body on the morning of the following morning. Several hours later, local county emergency service personnel confirmed that the Soldier was dead. The mishap is under investigation.

Since FY16, the Army has lost an average of eight Soldiers a year to off-duty water-related mishaps. This tragedy was the seventh fatal off-duty water-related mishap of FY20 but still below the number of off-duty water-related fatalities from this time last year.
